Wade-Davis Bill
This bill asked that all white males in the population should swear allegiance to the Union. If a majority is reached, then the State is allowed to hold a constitutional convention. The new constitution had to abolish slavery, to disallow former Confederate officials from holding office, and to swear that they won't secede again. President Lincoln vetoed the bill and ended it's short career.
