The Reconstruction Acts of 1867
The Radical Republicans passed the Reconstruction Acts of 1867. President Andrew Johnson vetoed the bill, but the Senate overrode him. President Johnson was later impeached because of his vetoes and his firing of Secretary of War Edward Stanton, but he was acquitted.
Section 1: The South would be split into 5 military districts in the seceded states, not including Tennessee (it ratified the 14th amendment).
Section 2: Each district was led by a military officer with the power to appoint and remove state officials.
Section 3: All black men and all white southern men who swore an oath of allegiance must be registered as voters.
Section 4: New state constitutions must be drafted that provides for black suffrage.
Section 5: In order to be readmitted, states must ratify the 14th amendment
